This question continually comes up in the forum with new users and if you didn't receive the automated message sent by TV.com these screen shots should answer your questions. If you feel the username/account you have created has been flagged in error please send an email using the link: support@tv.com.
First message received when new users attempt to post

The user is then sent a PM 5 minutes later explaining why they can't post
