Former CIA agent Rio Arnett is the station chief and undercover agent who runs Air America, a commercial enterprise that flies everything from passengers and cargo to attack helicopters on covert missions. Rio operates from the beautiful Central American country of Buenaventura, along with his buddy and colleague Wiley Ferrell. Rio is hired by Eva Bergeron, a gorgeous German archeologist, for a simple mission; fly her over some of the local jungles. What she really wants is to explore obscure sites marked on secret maps that she keeps to herself.

Eva stays at the Hotel Parador run by Alison Stratton, who dislikes Rio and Wiley. There seems to be some romance in the air between Eva and Rio but Eva quickly throws herself at Carlos Rey De Lupos, the Minister of Antiquities. She offers Carlos in on a secret deal - to find the ancient and mythical "Lost City" and split the profits between them.

Carlos spirits Eva away to his remote villa. Meanwhile, Rio learns from his superior Willard Jenner that Eva is a thief who has stolen the maps and photos to try and sell them to the highest bidding. It will be disastrous if grave robbers get to the priceless lost city.

But Rio is sure Eva has been kidnapped by Carlos, and lies with Wiley in the chopper to Carlos' villa. There he saves her and discovers that she is a secret service agent on an elaborate sting and is in completely over her head. Along with Wiley, they escape in the chopper while a furious Carlos flies after, shooting missiles after them. Wiley blows Carlos out of the skies, the trio returns home safely, and Eva leaves for a new mission.
