Genie: WHAT?!
Nefir: And ten-thousand dollars for the dancing shoes.
Genie: What dancing (looks down)--Oh. (edit) Ned: I don't want to destroy the town, its these shoes. I woke up one morning with them on, and whenever I hear music, I just have to dance! And that's why I keep destroying the town.
Genie: But who would want the town destroyed every single night?
Nefir: That would be me! (edit)

The song the rhino (and later Genie) dance to is Dance of the Hours, which was also used in Fantasia. In fact, the dancing rhino may be a reference to the dancing hippos in that segment of the movie.
(edit)
Genie: Imps, why did it have to be imps?
This may be a reference to the 1980 film Raiders of the Lost Ark, when Indiana Jones says, "Snakes, why did it have to be snakes?" (edit) Ned: Play that funky music imp-boy.
This is an obvious play on the song Play That Funky Music by Wild Cherry, in which the artist says in the chorus, "Play that funky music, white boy." (edit) Nefir dives into his gold
This may be a play on the late-80's/ early 90's cartoon Ducktales, in which the main character "Scrooge McDuck" always dove into his gold that was in his money bin. (edit) The title is a play on the saying, "Never say never!" (edit)
