As noted in "Hour of the Wolf", aspects of Cartagia's character are modelled on the insane Roman emperor Caligula. A reference is made to this when he shows the severed heads to Londo and explains that one minister had a persistent annoying cough that he "cured" by decapitating him. The Emperor Caligula was also annoyed by his co-heir Gamellus's peristent cough and "cured" him the same way. (edit)
