Garibaldi investigates an area of Babylon 5 where a maintenance worker disappeared and finds a whole floor that was forgotten after construction, including its rather strange inhabitants. Meanwhile Delenn is about to take on the role of Ranger One, but Neroon swears to stop her.

This is generally regarded as one of the worst Babylon 5 episodes. Straczynski agreed with this assessment, apologizing for the episode, noting that the "Zarg" monster was particularly ineffective.

The way you take a straightforward logical proposition and turn it inside out so that in the end it says what you want it to say, instead of what it actually means. Dr. Franklin indicates that his name on the underground telepath railroad is "Harriet." This is a reference to Harriet Tubman, who ran the underground railroad to help slaves escape from the antebellum south.
