Each season of Babylon 5 has its own title. The title for season 5 is “The Wheel of Fire.”
(edit)
We find out that Babylon 5 will remain independent, until a vote is held to determine if they want to rejoin Earth.
(edit)
In this episode we find out that on Babylon 5 Sheridan makes political and Interstellar Alliance decisions. Anything else falls under Lochley's authority.

Ranger: We live for The One, we die for The One.
Assassin: Well one out of two ain’t bad. (edit) G'Kar: You want to be president?
Sheridan: Yes.
G'Kar: Put your hand on the book and say, 'I do.'
Sheridan: I do.
G'Kar: Fine. Done. Let's eat. (edit) G'Kar: Whoever speaks for the Alliance speaks with one voice for many. Consequently, this contains the first page of every holy book of every race that has joined the new Alliance. Whoever speaks for the Alliance does so with the understanding that it is the inalienable right of every sentient being to live free, to pursue their dreams, to address wrongs within their own society without fear of retribution, to believe as their conscience requires in matters of faith, but also to respect the rights of others to believe differently, or not at all. Do you, John J. Sheridan-- (edit) Sheridan: I'm glad you talked him out of it. I have no desire to be struck blind by the sight of Londo naked. (edit) Londo: On my world, we have learned that an inauguration is simply a signal to assassins that a new target has been set up on the firing range. (edit) John: As strong as you think you are, the one thing you can't stop is the lone gunman determined to kill you, even if he gets killed in the process. I'm that man, Sheridan. (edit) G'Kar: I will not sleep, eat, drink, nothing! The words and I will be locked in mortal combat until one of us surrenders. (edit) Sheridan: Well, Mr. Garibaldi says it's very well written.
G'Kar: Well, I .. I'm sorry, there's just the one copy for now, and well .. when I loaned it to Mr. Garibaldi, it came back with coffee stains. I can't-- (edit) Sheridan: [to Lochley] You're good with diplomacy when possible, but you know how to fight when you have to. And you speak your mind. Now, whoever's running B5 for the next year is going to be on the hot seat. I chose you strictly on your background. You are the perfect choice. (edit) Delenn : The newly elected president of the Interstellar Alliance, about to be officially sworn in, washing his own socks? You're a very strange man, even for a human.
Sheridan: Why, thank you. (edit)

After the assassin is killed, G'Kar helds out the the book to Sheridan. When we see G'Kar from the front, he holds the book in his left hand. When we see him from behind with Sheridans hand on the book, he is holding it in his right hand.
(edit)
Goof: In his first scene in this episode G'Kar is leaning over a desk writing in his book. As he's doing this you can clearly see the back of his head prosthetic lifting up in the back just above his costume.
(edit)
Scientific Error: While maintaining position outside the gallery, the starfury fires its side thrusters to keep up with B5's rotation. Actually, it would have to fire rotation thrusters and its bottom thrusters to maintain that position relative to a rotating station.
