In the scene where Garibaldi tosses Bester psi-corps badge, and Carolyn zaps it; you can clearly see that it gets singed quite badly.

In the next scene, Bester has a new and pristine badge on his uniform. (edit)
The aliens seen in the female telepath's dream are the race that took Sheridan and Ta'Lon prisoner. They are "the Streib." (edit)
