A botched sting operation leaves the villains escaping with truckloads of money. Inspector Hackle is breathing down the necks of Gordon and the three cops on duty, Montoya, Bullock, and a rookie named Wilkinson.

Bullock said he came in because the other two were late. He says he heroically defeated a few thugs, and when the warehouse started to catch fire, Batman showed up and Bullock had to rescue him. Batman actually saves Bullock.

Wilkes takes a shotgun and attempts to stop the thugs from escaping with a vehicle. A truck drives straight at him, making him trip as he tries to run away. Batman intervenes and throws spike balls. The truck collapses. Batman fires a grappling hook at the door, which blows off. batman interrogates him with ease. It all looks very amazing to the rookie.

Montoya says that she went in and saw a man with a drill (Driller) and a man with a scar on his face (Scarface). Her shotgun was hit out of her hands and into the fire by Scarface hitting her with the money bag. Driller attempts to drill her with his drill, but batman uses his bat rope to take it away. Batman defeats Driller and Scarface. Before Montoya can cuff them, the ceiling collapses from the fire. Batman pushes Montoya out of the way but gets trapped under the falling ceiling.

Hackle doesn't believe any of their stories. He decides to suspend them all, taking their guns and badges until he makes a decision on which story is the real one. The only clue given was Doc. Hathcock, but no results have turned up.

As Montoya rides the train, she figures out that the thugs are meeting at Dock Hathcock. She looks through the window of the dock building. Driller is unloading money nad Scarface is fooling around with batman's utility belt. Batman is captured and has his hands tied over his head and is suspended above them.

Driller says they will wait for the arrival of their boss before doing anything with Batman. Batman takes a tool out of his glove to cut his rope and escape.

Montoya uses a lock pick and enters the building. Batman still has his hands tied, but he lands on Scarface. Batman punches Driller a few times before launching him into the water.

Scarface gets up and is about to shoot Batman while his back is turned, but Montoya knocks him out. Batman frees himself and gets his utility belt back.

The Boss arrives and points to Batman and Montoya. A bunch of henchmen attack them.
Batman takes a few out. Montoya does as well. Driller tries to get out of the water but a hencman falls on him. A gunner from up high tries to hit them with machine gun fire. Batman takes Montoya to the crane and leaves her there to be safe. Batman jumps at the machine gunner. Three of the henchmen surround Batman, but Montoya uses the crane to drop heavy cargo in the deck the men are standing on.

The Boss tries to escape on his boat. Driller gets a forklift and drives it at Batman. Batman jumps on it and kicks Driller off. He drives the forklift into the boat.

The boat collides with the dock. Montoya uses the giant claw on the crane to get trap him.

Police copters arrest all the villains and the money is recovered. Gordon is impressed with Montoya's work. Gordon tells Hackle to back off. He gives Montoya, Bullock, and Wilkes their badges back.
