Agent Don Owens goes undercover in a counterfeit operation to find a killer. One of the services performed by BOSS is to help behind the Iron Curtain, but the service hasn't been too good of late: Four defecting seamen have been found murdered, and two BOSS agents have been lost while investigating the crimes. Agent Don Ownes' assignment: Infiltrate the waterfront and find out who is behind the murders.

Additional film footage was added to this episode and was released theatrically as The Counterfeit Killer. The television script was written by Harry Kleiner and the additional script was written by Bochco & Clements. The tv episode was directed by Stuart Rosenberg and the additional directing for the theatrical release was by Josef Leytes. . Jazz composer Quincy jones wrote the music for this episode, the unsold pilot film for a projected series.
