Two men dressed as police officers rob a beauty salon, causing one woman to have a heart attack. Samuels sends Cagney to the hospital to show the general public that the police really care about the victims of such an incident. Cagney starts a conversation with the dying woman's friend, Elizabeth Jordan. Miss Jordan witnessed the robbery as well, but she's too traumatized to make an official statement. She did notice that the uniforms of the fake cops seemed to have had patches removed. This could mean that they were in fact security guard uniforms, made to look like police uniforms.

The Deputy Chief decides that the investigation in this case should be led by women, and so Cagney and Lacey become the heads of the task force. Especially Cagney is excited by this new assignment as she sees it as a step up the ladder. They order the other officers to check beauty salons and make Petrie go through the catalogues of all the security firms and their clothing suppliers.

The detectives think they've made a breakthrough when they arrest a burglar trying to get into the house of one of the robbery's victims. The burglar had the keys that were stolen during that raid, but unfortunately he only bought them from someone on the street.

After hours Lacey prepares for the wedding of her good friend Theresa. Theresa's wealthy fiancé and her choice of an expensive dress for the matron of honor (Lacey) make Mary Beth feel uncomfortable. While she goes shopping for that dress, she notices a security guard wearing a uniform with a patch on the spot where Miss Jordan said one was missing on the robber's uniform. Again, this discovery leads to nothing: Bronson Security has thousands of clients. How can the detectives find out which guards committed the crimes?

Their luck changes when a man walks into the precinct building with a remarkable story: he just bought a necklace that contains a ruby he recognizes as the one stolen from his wife at the raid. Cagney and Lacey interrogate the jeweler, Francois Crockett, who agrees to cooperate with the police. The next time he meets his supplier, Ronald Walker, Cagney enters the store and starts talking about Elizabeth Jordan's jewels. Ronald Walker can't help but overhear all of this.

That night the detectives arrange for Elizabeth Jordan to stay at a hotel and they get ready to wait for the burglars at Miss Jordan's apartment. They're surprised to find the burglars already there. A chase ensues, and Cagney and Lacey manage to arrest the two men in a stairwell.

The episode ends with Lacey expressing her concerns about the difference in status between herself and Theresa. Theresa can understand this concern but will not allow Lacey to give up her role as matron of honor. Mary Beth may choose a dress she can afford. Cagney discovers that Elizabeth Jordan has left the dangerous city to move back to Connecticut.
