Operation: U.T.O.P.I.A.: The evil Chester is developing his Happy Headband, a strange device he plans to sell to parents to keep kids "out of their hair." Numbuh 1 breaks into his lab and steals it, but when escaping on his G.A.R.G.O.C.Y.C.L.E., Chester shoots him down. The operative lands on a strange island which seems to be a children's utopia - lakes are made of soda, candy grows from trees, you can have birthday cake for dinner, and best of all, no adults! But soon, Numbuh 1 remembers a cardinal rule - when something seems too good to be true, it usually is. He follows the clues, and realizes that he's in the middle of Chester's virtual reality world, where the villain has complete control! Can Numbuh 1 escape this dreaded matrix?!

Operation: R.O.B.B.E.R.S.: It's time for the morning commute to school, and for once, Numbuh 4 is anxious to go, mostly because he has a crush on the new teacher. But on the way to school, the bus is attacked by kids dressed by cowboys packing chewing-gun loaded six-shooters, demanding the students' spelling homework! Now Numbuh 4 pursues the bandits outside, while Numbuh 5 engages them on the bus itself. Can they save the day before first bell? And who is the brains behind these delinquent desperadoes?

In "R.O.B.B.E.R.S." the Six-Gum Gang steals everybody's homework on the bus. When the scene switches to the classroom, the Delightful Children from Down the Lane lie to Mrs. Thompson that they loved doing spelling homework so much, they did it sixty times. When Mrs. Thompson shows the pile of "Homework the DCFDTL did", it shows Wallabee's blue paper. That same paper was stolen from the Six-Gum Gang, so this could give you a pretty good idea that the Six-Gum Gang work for the Delightful Children from Down the Lane. This is a strong conclusion later proven to be true in the episode "E.L.E.C.T.I.O.N." (edit)

When Katy says this and uncovers her home, she shows a whole bunch of beautiful scenery, this can probably be a reference to The Lion King when Timon shows Simba his and Pumbaa's home as he moves plants out of the way and says the same thing. (edit)
U.T.O.P.I.A.: Virtual Reality
This might be a long shot, but it is possible that the plot of U.T.O.P.I.A. was inspired by "The Matrix" trilogy it maybe basde on the Superman comic For the Man Who Has Everything which Superman was pulled into a fantasy but later turned the tables on Mongul. (edit)

The novel "Utopia" was written in 1516 by Sir Thomas More. Many believe that the island he named Utopia was based on Australia, which was used as a prison colony at the time, but which many believed could be a perfect spot for proper colonization. (edit)
