Phil's Scheme: Phil is tasked, by Ed, to hire a clown to make Stuckeybowl more friendly towards kids. He and Kenny run a clown-camp and interview possible clowns. Phil makes them pass all kinds of tests. He chooses a clown but remains skeptical of his decision.
