The state flag of Amestris has more of significance than being a state flag. In fact it is another reference to Alchemy. The creature on the flag is also seen in the notes Nicolas Flamel found concerning the Philosopher’s Stone, and is also seen on his grave. (edit)

"Exactly why I watch this series"
I consider this episode to be one of Fullmetal Alchemists bests, an excellent episode, though sad. This proves that even animated shows can put on a near-flawless display of drama, and action.
