John Hunter was one of the head enforcement agents for COSMIC (the Commonwealth Office for Scientific and Military Intelligence Co-ordination), who were waged in a head-to-head battle against the forces of evil, personified in this instance by the CUCW (the Council for the Unification of the Communist World). Their top operative was Kragg, a ruthless idealist whose efforts were often thwarted just in the nick of time by Hunter, although he could never quite catch the wily Kragg.

With the largest budget yet allocated to an Australian series, Hunter was filmed in locations around Australia, and in Singapore, and brought Gerard Kennedy to national prominence, later leading to his starring role in Division 4.
