A global criminal empire known as CRIME seeks to become the most powerful mafia organization in the world. Interpol organizes a special taskforce to bring CRIME to justice. Based in New York, the International Science Special Investigation Squad begins to organize its forces around the world to fight CRIME. ISSIS's commander, Kujirai, assembles the test subjects and has them undergo operations to enhance them bionically to allow them to transform into superhuman cyborgs. Together, the Jack, Ace, King, and Queen form JAKQ. They are later joined master of disguise Banba Soukichi who fights as Big One to help defeat CRIME.
