Joely was born in Canada to Andrea Bertorelli. They moved to England when she was a child, which was where Andrea met and married musician Phil Collins in 1975, who legally adopted Joely, and fathered Joely's half-brother, Simon, who is five years younger than Joely. After Phil and Andrea divorced, Joely (then 11) moved back to Vancouver with her mother and brother.
Upon her return to Vancouver, Joely discovered a love of horses. She soon began competing professionally, and spent the next ten years of her life at competitions, and even had a place in the B.C. Summer Games. Throughout that time, she also acted, joining theatre schools in the summer to hone her craft.
After graduating high-school Joely took a trip around Europe, which helped her decide that acting was what she wanted to do. After a year in drama school, Joely decided to try private instruction instead, and after two years of that, began looking for serious roles, although she continued to study in the summers, even spending time at the Royal Academy of Dramatic Arts.
Her first role came in 1993 with The Eddie Keating Story, but her big break came when she landed a starring role on the Canadian teen soap Madison, where she won her first Emmy. She has continued to act regularly since then, landing another starring role in Canada's Cold Squad in 2000, and even got to step behind the camera with Gary Harvey to direct a couple of episodes.
Joely maintains her close ties with her family, including father Phil Collins, who stayed close to his children after the divorce, and who gave Joely a half-sister named Lily in the late eighties, and a half-brother Nicholas in April of 2001. She enjoys outdoor activities such as snowboarding, and pets continue to be a large part of her life. Joely is also very spiritual, and is a practicing Buddhist.
