At night, Dan goes to an out-of-order pay phone, dials a number, and opens a panel to get his briefing. Gerard Sefra has taken over an abandoned prison in Boradur with his men, and has come into possession of a sample of cesium 138 and its formula, which he has committed to memory. He plans to sell the formula to the highest bidder, and it can be used to create a low-cost nuclear arsenal.
At the apartment, Dan assembles his usual team. Later they test a small miniature tank with a refrigeration unit. Cesium 138 becomes unstable after it goes over 78 degrees Fahrenheit. They also know about an ex-prisoner who dug a tunnel out of the prison, and test a magnetized lighter. Cinnamon will be going to a prison hospital where the prisoners were kept after Sefra’s “treatment.” They assume Sefra has the formula refrigerated and will make him give it to them.
Rollin and Barney drop off Dan and Willy at a mine shaft and then meet with Sefra, pretending to be a photographer and a model. Sefra isn’t interested until Rollin gives him a letter from the Deputy Commissioner ordering him to cooperate. Sefra reluctantly agrees.
Dan and Willy enter the tunnels near the escape tunnel and… wait for Barney to plant the magnetic lighter to give them a compass bearing. Cinnamon arrives at the hospital to work as a nurse with Dr. Kronen. Barney and Rollin go into the cells and find the sunken cell-pit one with the escape tunnel. Barney starts to go in but they’re forced to cover up the exit when Sefra comes in. He leaves them trapped and taunts them, forcing them to take pictures of him in his warden’s uniform from the prisoner’s point of view. Eventually Sefra lets them out and takes them to the “discipline” facilities.
Cinnamon gets into the hospital walk-in freezer with supplies she brought while Sefra demonstrates his rack and guillotine. He offers to mock-demonstrate his whipping techniques on Barney and rips his shirt, revealing flogging scars. Barney then “slips” that he knows how the prison is set up and Sefra figures out he’s a former prisoner. Sefra checks his files and finds a prisoner who resembles Barney. Rollin leaves on a ruse and Barney goes back to plant the magnet. Realizing Barney is alone, Sefra goes to confront him and forces him to go back in the cell. Barney admits he was a former prisoner and Sefra has him confined.
Dan and Willy excavate the old escape tunnel while Sefra prepares to flog Barney to find out why he’s really at the prison. Rollin meets Cinnamon at the hospital and dons a thermal suit while Dan and Willy enter the cell and climb up to the hallway. They then go to the generator room and quietly break a window pane, slip in, and covertly sabotage the generator with molasses. Meanwhile, Rollin reassembles the supply boxes in the hospital freezer into a new larger box.
Meanwhile Barney finally admits he came back to the prison to kill Sefra. He’s interrupted when the generator shuts down and the temperature starts to rise. Dan and Willy retreat through the escape tunnel while Sefra goes to his hidden refrigerator with the cesium. There’s nothing he can do until Barney starts yelling that he’s sick, inspiring Sefra to remember the hospital has a freezer. He goes to the hospital and demands that they let him use the freezer or they’ll all go up in an explosion. Dr. Khoren agrees and they get it there just in time. Once he leaves, Rollin comes out of hiding and puts some of the cesium into the cesium tank that Cinnamon smuggled in, and keeps the rest.
Sefra gets word the generator is repaired and takes the (now empty) cesium canister. Once he’s gone, Rollin comes out dressed as a doctor with the mini-tank and leaves.
At the prison, Sefra realizes the generator was sabotaged and checks the cesium canister and finds it empty. He interrogates Barney about Rollin’s location, and the agent “confesses” that Rollin has it in the escape tunnel which isn’t finished. Sefra locks up Barney and goes to get Rollin.
Rollin and Cinnamon arrive at the mine shaft, meet with Dan and Willy, and put the mini-tank in the tunnel. They turn off the refrigerator unit and send it rolling down the tunnel. Sefra enters the tunnel while Barney uses a lock pick to get out of his cell and leaves the prison. Sefra starts crawling down the tunnel… and sees the tank coming straight for him. He grabs it just as it blows up, killing him and sealing the tunnel as the team drives off.
