Bells Are Ringing is the motion picture adaption of the hit Broadway musical of the same name that tells the light-hearted tale of a Brooklyn telephone operator who's more interested in her clients' lives than their phone calls. Ella Peterson (Judy Holliday) is a likeable and social chatterbox who works for her cousin Sue's (Jean Stapleton) answering service, a small hole-in-the-wall operation called Susanswerphone. Through her work, she becomes deeply involved in the lives of her phone clients, which include several eccentric and oddball personalities. Mistaking the phone service as a front for an escort service, a doltish police detective named Barnes (Dort Clark) begins to listen in on the telephone traffic with wiretaps. In order to evade the eavesdropping, Ella tramps around New York City visiting each client in person, resulting in a series of interesting encounters including a visit to Jeffrey Moss (Dean Martin), a playwright with writer's block and an impending drinking problem. They eventually begin to have feelings for one another, but romantic and police complications begin to stretch the limits of their burgeoning relationship.
