Bulletproof follows a criminal named Archie who makes friends with Rock Keats, an undercover cop. Archie is unaware that Keats is a police man and unknowingly leads him to the top drug dealer, Frank Colton, for whom Archie works. Keats has been trying to find and arrest Colton this whole time, but instead, he accidentally gets shot in the head by Archie. He somehow survives, but by the time he recovers, Archie has fled the state. Keats needs Archie in order to have someone who can testify against Colton in court. At the same time, Keats is pretty upset that Archie shot him in the head. What ensues is a series of criminal and comedic mishaps as Keats attempts to track down Archie, but Archie has no intention of returning to Los Angeles.
