Chaos is a 2006 crime drama directed by Tony Giglio. While a criminal is holding an innocent bystander hostage on Pearl Street Bridge, veteran police detective Quentin Conners (Jason Statham) and his partner Jason York (Wesley Snipes) accidentally shoot the hostage. York is immediately fired from the force, and Conners is suspended. After a few months, Conners is reinstated to his position, but he is not too pleased that he has a young, inexperienced detective named Shane Dekker (Ryan Phillippe) as his new partner. When a criminal mastermind is robbing a bank, Conners and Dekker are called in to do the negotiations. After the bank robber manages to get away, the two men must work together to try to bring him to justice. However, the line between the criminals and the police begins to blur, and Dekker soon learns that things in this investigation are not what they appear to be.
