City Hall is a 1996 drama that uncovers the massive corruption living in the heart of New York City's government. After an off-duty police detective and a suspected mobster kill each other in the street, a controversy erupts due to the fact that a stray bullet also killed a young boy. Deputy Mayor Kevin Calhoun (John Cusack) is dispatched to investigate exactly what happened. He learns that the mobster should have been in jail, if not for the fact that he was mysteriously set free by Judge Walter Stern (Martin Landau). Calhoun also discovers that powerful Brooklyn politician, Frank Anselmo (Danny Aiello), has close ties to the uncle of the mobster who was killed. Calhoun brings his findings to Mayor John Pappas (Al Pacino), who agrees that Stern was likely accepting bribes and should resign. As Calhoun continues to dig deeper into the case, however, he learns that Stern's corruption may just be the tip of the iceberg and that the trail of money may ultimately lead to the mayor himself.moreless
