While firefighter Gordon Brewer is on his way to pick up his wife, Anne and son, Matt, from the Colombian Consulate building in Los Angeles, a terrorist kills his family by detonating a bomb in the building. The terrorist then sends a video message to tell government officials that the attack was in response to America's unwanted involvement in Columbia. The CIA thinks that the masked man in the video calling himself "El Lobo" is actually Claudio Perrini, a notorious Columbian terrorist. CIA operative Peter Brandt heads to Momp''s with the intent to stop Claudio's guerilla operations in Columbia. Frustrated at the lack of progress being made on the case, Gordon also flys to Momp''s in order to enact his own vigilante justice on the man who killed his wife and son.
