Diplomatic Immunity is a 1991 dramatic action film directed by Peter Maris and based on the novel The Stalker by Theodore Taylor. From the minute Cole Hickel (Bruce Boxleitner) meets his daughter, Ellen's (Sharon L. Case), new boyfriend, Klaus Hermann (Tom Bresnahan), Cole knows he does not like the strange young man. Cole is a serious-minded marine and Klaus is an unconventional artist from a foreign country, so they have nothing in common, except they both claim to love Ellen. When Klaus uses Ellen is an illegal, bizarre art show, Cole is devastated beyond belief. To compound his devastation, Klaus is able to return to his home in Paraguay with essentially no consequences for his behavior. Unable to accept that Klaus will not be punished for what he did to Ellen, Cole enlists the help of a renegade, Cowboy (Billy Drago), to track Klaus down and help him bring him to justice.
