Ghost in the Shell: Individual Eleven takes place six months after the Laughing Man Incident was solved. There are 3 million refugees from Asia because of the Third and Fourth World wars, and they are invited to Japan to fill the labor shortage, because they are a source of cheap labor. This decision to take in the refugees divides the country with one side in favor and the other wanting to isolate Japan. Conflict starts when a terrorist group called Individual Eleven, who executes a suicide bomber attack. This causes Section 9, Japan's anti-terrorist group, led by Major Motoko Kusnagi (Atsuko Tanaka) to leap into action and find out who is leading the terrorist group and to stop them as soon as possible. The refugees revolt against the government in power as the unemployment rate increases. Kuze (Hideo Kuze) who is one of the last surviving members of the Individual Eleven joins the refugees and becomes their leader. The situation with the invited refugees worsens and now with the refugees working with Kuze, the future is looking bleak if they aren't stopped.moreless
