Eastwood plays the mysterious title character, who rides out of the desert into the town of Lago, situated on Mono Lake at the eastern foot of California's Sierra Nevada. The townsfolk, naturally enough, are deeply suspicious of this guy and his motives, particularly when he begins to take over the town step by step and set neighbor against neighbor. But they have a reason to be suspicious, because they're harboring a dark secret. Only one year before, the town marshal was killed by a trio of outlaws hired by the town's mining company in an attempt to keep the marshal silent over operations being done on land that actually belonged to the federal government. The townspeople did virtually nothing to stop it; if anything, they were complicit in the killing. But when word gets out that the outlaws are to be released from jail, intent on taking violent revenge on Lago, the town hires Eastwood as their protector, giving him free reign. Of course, as Eastwood is quick to learn, when it comes down to it, everyone in town is scared by these outlaws, a fact that becomes obvious when, after he has ordered the town painted red and renamed Hell, they let Lewis and his friends all but destroy Lago.
