The case is complicated when a serious of aggravating circumstances surface, creating more confusion and tension. It seems that 27 locals have been found dead when they were forced to cross the U.S/Mexican border illegally. When Rhodes tries to investigate the issue more deeply, he is threatened by a local drug dealer and other aggressive outlaws who are out to prevent any truth from being revealed to the public. Police and a U.S State Department official, Emily Thompson (Portia de Rossi), join the investigation of the dispute. A shocking discovery links Draper and the owners to a criminal gang whose purpose is to suppress the activity of the worker's union.
