Megaville is the story of a futuristic world where only two countries still exist. One country is Megaville, where everything is clean and organized, but the unrestrained media has created moral decay among the citizens. This is due to the ease of access to things like violence and pornography. The other is the grim and oppressive Hemisphere, where all media is illegal, and all aspects of the citizens' lives are controlled. Raymond Palinov (Billy Zane) is an agent for the CKS, the secret police of the Hemisphere, whose job centers on uncovering illegal media. On one particular raid, Palinov finds himself enthralled by a spaghetti western and he almost loses his job. Later, during a training exercise that highlights what constitutes media contraband, he finds himself laughing at a comedy clip. Palinov is sent to Dr. Vogel (Stefan Gierasch), who attempts cure him of the media "filth" that has infiltrated his brain. After his sessions with the doctor, Palinov is sent on an undercover mission into Megaville to stop their new wave of media technology called the DAL (Dream-A-Life).
