The Mayor, in response to a shortage of police officers, has announced a policy that demands the police academy accept all recruits willing to enter. This new policy cancels all previous police academy requirements including fitness requirements, education requirements and medical standards. When Carey Mahoney once again gets in trouble with the law, his family friend, Captain Reed proposes that Mahoney should be required to join the police academy in lieu of jail. The judge agrees, and Mahoney is sent to police academy where he meets a group of equally unfit misfits, Karen Thompson, Larvell Jones, George Martin, Eugene Tackleberry, Leslie Barbara and Moses Hightower. Commandant Eric Lassard and Lt. Thaddeus Harris run the police academy and they are not happy about the Mayor's new policy. As a result, they are determined to take out their frustrations with the policy on their new group of misfit cadets.
