The bust goes bad when some of Church's fellow detectives are murdered and the killer steals $2 million in drug money. Prostitute Della (Liza Manelli) finds herself in a dangerous situation when she is at the hotel meeting a client when the drug bust occurs. The killer unknowingly leaves her behind as the only surviving witness to the massacre. Taking the fall for their deaths, Church is fired from the police force. Learning he left behind a witness to his crime, the killer begins pursuing Della, determined to tie up loose ends left behind. Fearing for her life, Della seeks out Church.
