The 12 Dogs of Christmas is a 2005 family film directed by Kieth Merrill. The film is set in Doverville during the Depression. Douglas O'Conner (Tom Kemp) has just made the difficult decision to leave his daughter with her aunt in Doverville. His 12-year-old daughter, Emma O'Connor (Jordan-Claire Green), is upset with his choice. She does not want to live with her aunt and she certainly does not want to live in Doverville. Her disgust with the town is only made worse when she learns that Mayor Nobel Doyle (Richard Riehle) has just outlawed dogs in the small town. He enforces the new law by employing a maniacal dog catcher, Doyle (John Billingsley). Emma refuses to accept the ban and garners support from her new schoolmates, grown-ups in town and as many canines as she can find. With her supporters help, Emma plans to overturn the new law and show the residents of Doverville the true meaning of Christmas.
