The action takes place in New York City, where young Leroy Green dreams of becoming a martial artist master. Leroy's goal is to reach "The Final Level," allowing him to possess "The Glow". "The Glow" is a mystical energy that transforms any ordinary fighter into the most powerful martial artist alive. But first, Leroy must contend with the bad guys. Eddie Arkadian, a corrupt arcade mogul who threatens the life of Leroy's true love Laura Charles. Even more nefarious is the villainous Sho'nuff, the Shogun of Harlem who will stop at nothing to destroy Leroy and prove himself the ultimate master.
