Paul Stevens is a bright, sensitive high school student who discovers that his mother's new love interest works for a plant that turns out to be a government front for the development of nuclear weapons. Paul informs his girlfriend, Jenny, and they sneak into the plant where Paul steals a vial of green liquid that tests to be plutonium. Paul then decides to build his own atomic bomb for a science fair and expose the government's facade. Things get complicated when Paul and Jenny narrowly escape being arrested at their hotel, have to negotiate with government officials and try not to blow up the world in the process.
