As the pair's friendship grows, the queen begins to have feelings for Relaigh. Relaigh, however, does not share the same feelings for the aging queen. He has fallen in love with a lady-in-waiting and plans to marry her soon and leave London. When Queen Elizabeth finds out about the couple and their plans, she has Relaigh imprisoned in the Tower of London. The Queen soon realizes that she cannot keep Relaigh imprisoned unjustly and decides to have him released. The Queen must then decide if she will continue to pursue a relationship with Relaigh or give him the ships he desires to leave London with his new love.
