The Water Babies is a 1978 animated English film directed by Lionel Jeffries and featuring the voices of James Mason, Bernard Cribbins, and Billie Whitelaw. Set in the 1850's, the film tells the story of Tom (Tommy Pender), a chimney sweep that is accused of a crime he didn't commit. Ellie (Samantha Gates), a local girl from a wealthy family, knows that he is innocent, but is unable to convince anyone. When Tom tries to escape the scene of the crime, he falls into Dead Man's Pool and everyone assumes that he has died. Tom, however, ventures into another world of the Water Babies, where anthropomorphic creatures rule the land. They can help clear Tom of his name and get him back to the surface, but first he must help the Water Babies make their way to the ocean. The Water Babies is based on a children's book of the same name and received moderate reviews from critics.
