This Is Not a Test is a dark comedy that takes a jaundiced look at the average American's fear of terrorists. Carl (Hill Harper) lives in Los Angeles with his practical and lovely wife, Vivian (Robinne Lee). Carl has allowed himself to become obsessed by the nightly news broadcasts of potential terrorist threats, to the dismay of Vivian and his family and friends. The wild card in this mix is comedian Tom Arnold, playing himself, who shares Carl's concerns and becomes his fast friend, fueling Carl's fears at every turn. As Carl gradually descends into obsession, he begins to have nightmares about losing his family in a nuclear terrorist attack, and so he builds a makeshift bomb shelter in his basement. But as those around him begin to think he has lost his mind, Carl must face his worst fear - the genuine threat of a terrorist attack on L.A. - and decide what matters most to him.
