When Hell Broke Loose finds Steve Boland (Charles Bronson) at the end of World War II. Boland is drafted into the army and his criminal background continues to surface and get him into trouble with the military. Those criminal skills serve him well though when an elite force of Nazi assassins, called "Werewolves," parachute behind American lines to kill high command officers of the Allied Forces in occupied Germany. Boland falls in love with a local, Ilsa (Violet Rensing), a local girl whose brother is among the Werewolves force. When the two attempt to report the information, Boland is arrested for being absent without leave. Captain Melton (Dennis McCarthy) of the Army G-2 comes to his defense. Melton has heard whispers of this elite German force before but there's never been concrete evidence of its existence. Boland is a one-man army with an impossible mission trying to outmaneuver the Nazi assassins.
