When Justice Fails is a 1999 dramatic mystery thriller directed by Allan A. Goldstein and written by Tony Kayden. The film focuses on Manhattan homicide detective, Tom Chaney (Jeff Fahey), and his search to solve the murders of two sex offenders. The sex offenders were convicted when their attorney, Katy Wesson (Marlee Matlin), could not convince a jury that they were innocent. When Tom is trying to learn about the men's case, the investigation of the murders leads him to Katy's office. She is now a district attorney in Manhattan. Instantly upon meeting, Katy and Tom are attracted to each other. As the relationship progresses, Chaney's probable success in solving the murders diminishes. As Tom struggles to focus on the murder investigations and his new love affair, he becomes suspicious of his girlfriend, Katy. What is Katy hiding? Can Tom solve the sex offender's murder cases, or will a murderer walk free because he was too distracted?
