Who's Got the Action is a comedy film that revolves around a man's gambling addiction. Steve Flood (Dean Martin) is a lawyer whose gambling problem becomes a serious problem in his marriage to Melanie (Lana Turner). At first, Melanie thinks Steve is cheating on her, but when she discovers it is gambling that he is addicted to, she teams with Steve's work partner, Clint Morgan (Eddie Albert), to devise a plan in which they pretend to be horse race bookies. They hope that Steve will bet and lose so much money that he will no longer be able to gamble. However, their plan turns awry when Steve starts to win bets on horses that seem unlikely to win. His winning streak catches the attention of horse-race judges, Fogel (John McGiver) and Boatwright (Paul Ford), with the two even requesting bets with Steve's bookie. But things go downhill when mobster Tony Gagoots (Walter Matthau) becomes enraged that a bookie is taking away from his business.
