Without Evidence is a film based on the life and death of Michael Francke (Ernie Garett), the Head of Corrections in the state of Oregon. He visits his brother, Kevin (Scott Plank) and tells him about a conspiracy he suspects is going on among his men. He believes that his colleagues are behind a drug-dealing ring in the Oregon prison system. He is murdered under highly suspicious circumstances, and the police immediately drop the lead. They claim that Michael died during a routine robbery and make no attempt to pursue things any further. Kevin, however, isn't so easily deterred. Against the wishes of everyone around him, he begins his own investigation and finds the prison system far more corrupt than he ever expected it to be. Throughout the film, Kevin and the few who remain by his side, search for clues to the murder. Like in the theatres, the credits list information, offering the audience one million dollars in exchange for any information about the case.
