10. Babette Dell (Sally Struthers) from Gilmore Girls
Whenever Babette was around, Lorelai (Lauren Graham) and Rory (Alexis Bledel) could hardly get a word in edgewise. The melodramatic neighbor fussed over the Gilmore girls' clothes, accidentally spilled their secrets, openly discussed her own sex life, and asked for big favors. And if Babette's fellow townie and BFF Miss Patty (Liz Torres) was around, there's no telling who they'd gossip about next.
9. Sam Anders (Sean O'Neal) from Clarissa Explains It All
I used to think it was cute when Sam climbed a ladder into Clarissa's (Melissa Joan Hart) room, and that his arrival was marked by a random musical note. Looking back, the kid was annoying. And a little creepy.
8. Wilson Wilson, Jr. (Earl Hindman) from Home Improvement
Even if the guy did offer sage advice to the Taylors, his "Hidey ho, neighbor!" greeting quickly grew stale. And who else was annoyed by the long-running (and gimmicky) gag that he never showed his face?
7. Larry Dallas (Richard Kline) from Three's Company
Aside from having a real last name that's even cooler than Dallas (Dalliapolous), not much was cool about this guy, though he seemed to think otherwise. He was a liar and a cheater when it came to getting a woman into bed... and with everything else in life, too.
6. Steve Urkel (Jaleel White) from Family Matters
That voice? That laugh? That dance? Those pants? Those suspenders? Those specs? There isn't anything about Urkel that wasn't annoying to the Winslows, except for his suave alter ego, Stefan Urquelle.
5. Ned Flanders (Harry Shearer) from The Simpsons
It doesn't matter how nice this guy is. He's a holier-than-thou family man and a preachy goody-goody, and those are reasons enough to enjoy anyone else's company more than his. Plus, that mustache is ridiculous.
4. Kimmy Gibbler (Andrea Barber) from Full House
Tolerated on occasion by D.J. (Candace Cameron Bure) but despised by the rest of the Tanner clan, Kimmy was always around to complain about her stinky feet or deliver a mundane one-liner. Maybe she would have gotten better grades if she had gone home once in awhile.
3. Marie Barone (Doris Roberts) from Everybody Loves Raymond
Little girls rarely dream about growing up to live next door to their mothers-in-law, but for nine seasons, Debra Barone (Patricia Heaton) lived that (bad) dream. Raymond's mom was the queen of passive-aggressive jabs and insults, and her oaf-y husband Frank (Peter Boyle) wasn't Mr. Friendly, either.
2. Gladys Kravitz (Alice Pearce) from Bewitched
The original nosy neighbor, Gladys knew something was up with the Stephens and was always peering through the windows to spy on her witchy neighbors. And now her full name has become a symbol synonym for annoying curiosity.
1. Newman (Wayne Knight) from Seinfeld
Jerry Seinfeld may have found Kramer (Michael Richards) annoying, but at least the two were friends. Newman, however, was downright repulsive. He'd stop at nothing to nab a discount, steal an appliance, or raid a fridge—and Jerry's unforgettable greeting was a constant reminder of his villainy.

Wilson and Newman bad neighbours? come on...
Hey! I loved Wilson! He was wise and friendly. . .okay so he was kind of. . odd, with all the weird things he cooked and kept as knicknacks, but he was cool.
John and Kate and the Osbournes, I know they are not characters but really they are.
8 is way ill placed....Wilson was a GEM on Home Improvement and could always make me laugh....He was a bright spot on the show whose smart humor often had more funny moments than the comedy of Tim Allen.
8 and 10 (maybe even 9) seem ill-placed. Babette is beloved on Gimore Girls, and so was Wilson on Home Improvement.

Surprised Spongebob Squarepants isn't on that list, I mean how many times does he bother poor Squidward. For me though, Urkel probably takes the cake. Seriously he's always trying to come to the Winslow's house and when he does he manages to destroy their entire house. Their entire house!
Annoying neighbors are usually fun of TV. I was delighted to see Gladys Kravitz on the list; I still call nosy people by that name. Now about Marie Barone... Thanks to great writing and acting, she was so real, I couldn't bear to watch her. She made me angry just by walking in.

Someone mentioned Marci Darci from Married with Children, well here actually the annoying neighbors were the Bundy's. Yes, Marie in Everybody Loves Raymond was annoying, but lovely at the same time.
I like the list but i have to say that Wilson Wilson and Ned Flanders could just as easily be on the "Best TV neighbors of all time".
Steve Urkel ,Kimmy Gibbler...those two were funny and to me,if it weren't for Steve Urkel played by awsome Jaleel White,those Family matters wouldn't last long!!!Steve Urkel is one of the best tv charachters ever!!!!!!!!!!!! and he would be a great neighbor!

Martha Huber from the first season of Desperate Housewives! The woman blackmailed her neighbor-- causing her to commit suicide and then become the narrator for the show. She then tried to blackmail another of her neighbors (Susan) before being murdered. If that's not annoying, I don't know what is.

Oh yes! I'm familiar with Steve Urkel, Ned Flanders, and especially Sam from "Clarissa Explains It All". The latter I was familiar with when I was a kid, especially when the ladder was set on Clarissa's window, followed by her "Hi, Sam!" and the creepy music note. :P
you may think sam was annoying but i don't remember him doing anything clarissa hadn't told him to do. and yes it was creepy but clarissa was the one who wanted him to use the window so that her wouldn't have to go near her controlling mother. and i 5th the notion no marci from married with children is a crime. and stephane was a jerk to them after they really got to know him so they ended up liking steve more and permanentl getting rid of his cool alter ego.
