Arthur Lowe was born 22 September 1915, in Hayfield, Derbyshire. His father was Arthur Lowe Sr. (known as "Big Arthur"); his mother was Mary Annie Lowe, née Ford.
His earliest theatrical experience was behind the scenes, working at the Manchester Palace of Varieties as assistant stage manager. His wartime service included an attachment to REME, which at the time was working on a new invention called "radar". This later led to a misunderstanding that he had attended RADA! During a stint in the Middle East he acquired a fluent command of Arabic.
