He is an actor best known for his roles in American TV series, particularly "Cold Case" as Lieutenant John Stillman where he starred alongside Kathryn Morris. His other popular role was in "EZ Streets" as Captain Geary. Aside from these two, there are several more TV series where he had recurring roles including "Strange World," "Chicago Hope," "The Practice," "Dawson's Creek," "The X-Files," "NYPD Blue," and eight episodes of "Brooklyn South." Finn also acted on movies and landed supporting roles in the movies "True Crime," "The Hunted," "Catch Me If You Can," "Turbulence," "The Pelican Brief," "Blown Away," and "Glory." Finn joined the navy and was on active duty for a few years before pursuing his acting career. Finn's earliest acting role was as Ginty in the film "The Pope of Greenwich Village" in 1984.
