A group of students of Nobel Prize winning scientist Dr. Samuel Bruner plan a peaceful protest to bring attention to the existence possible chemical and biological stockpiles. Dr. Bruner is sympathetic to their cause and agrees to join the protest. The only student to not take part is Jim Street, who is forbidden by department regulations.
During the protest, the student take Dr. and Mrs. Bruner hostage and demand $1 million or else they will blow up the facility.

Street: Doctor Bruner, I'm sorry I was late but, ah, don't you think the answer to your question is rather obvious?
Dr. Bruner: I don't think it at all obvious, Mr. Street. Whether or not to take action is always every man's private decision. Private and painful decision. (edit) (breaking up a heated argument between McCabe and Luca regarding Luca's dating his sister)
Lt. Harrelson: I want to know what's going on.
Luca: Ah, it's nothing Lieutenant. It's just a friendly argument, Lieutenant, no trouble.
McCabe: Not yet.
Lt. Harrelson: Well look, whatever it is, you police officers work it out between you. This may come as a shock to you, but this is not American Bandstand, we're supposed to be on ready alert. Now get with it. (edit) Lt. Harrelson: What's the time element?
Mr. Jenkins: Two hours, three at the most.
Lt. Harrelson: You better call the Chief. We'd better evacuate. I want to get as many people as possible out of that downwind area.
McCabe: Lieutenant, there's a hospital about a mile form here. A lot of their patients probably can't be moved that quickly.
Lt. Harrelson: We'll just have to nail Stockwell and his friends fast.

Lt. Harrelson: I'm writing that chapter now.
