10:02 A.M.-10:07 A.M.: Jack tells Chloe to check the security footage for the last 10 minutes and then tells Adam to tap into the California Department of Transportation's surveillance systems. Chase appears and says he heard that Tony took off with Jane Saunders and Jack explains that Tony plans to trade Jane for Michelle. Jack tells Adam that Tony drives a silver SUV and Adam spots him moving away. Jack orders Chase to get a tactical team and takes off after Tony.
Tony is speeding down a street and nearly rear-ends another car at a stoplight. Jane asks him what's wrong, but Tony brushes her off.
Saunders tells Michelle's guard that they're going to do the swap and that he should be ready to move within the hour. Saunders walks away and the guard looks at Michelle through her window. She angrily yells that there's a virus outbreak in LA and that he'll be infected along with everyone else. The guard ignores her.
Chase corners Kim and tells her that he's on stand-by for a few minutes, so he wants to know if they have a future together. Kim tells Chase that Jack was a lousy father because of his job and she doesn't want to go through that again. Chase asks her if it would work if he transferred out of Field Ops. She says she is willing to raise a child with him, but not for him.
10:08 A.M.-10:12 A.M.: Jack is on the road and receives instructions from Adam, who is tracking Tony's SUV.
Jane confronts Tony and says she knows he's not taking her to Division. Tony admits that he's taking her back to her father. Jane presses him and he tells her about Michelle's capture and that he plans to trade her for Michelle. Jane asks how he knows Saunders won't kill Michelle anyway. Tony says he doesn't know that for sure. Tony's face falls as the impact as what he's done seems to finally hit him. Just then, Jack's big black car appears along side Tony's and runs him off the road and into some trash cans.
Jack leaps from his car, draws his gun and orders Tony to put his gun on the dash and get out. Tony does so and explains to jack about Michelle. Jack says he can't let him trade Jane for his wife. Tony offers to turn himself in as long as Jack will let him go through with the trade, but Jack refuses. Tony blasts Jack for being a hypocrite, since Jack went against regulations when his own wife was kidnapped. Jack says it's different this time because millions of lives are on the line. Jack says they can string Saunders along to get him into the open where Chase's team can grab him. Jack finally convinces Tony to cooperate and Tony tells him about the intersection where he's to wait for further instructions. Jack hops in the back of their car and they're off.
10:16 A.M.-10:20 A.M.: Wayne is showing Palmer a computer map of LA with red circles on it. He says the circles indicate the quarantine zones and that they believe that they have the virus contained. Wayne wants to release a statement to the press so it will calm the public, but Palmer wants to wait until they are absolutely sure that the virus is contained. In the meantime, Palmer has shut down all public transportation and grounded all flights. Wayne leaves to talk to their press secretary and Palmer's phone beeps. Apparently, Senator Keeler is there to see him. Keeler enters and he and Palmer exchange cool greetings. Keeler doesn't wait long to play his hand, telling Palmer that he knows he's complicit in the death of Alan Milliken. Palmer accuses him of throwing around reckless charges, but Keeler shows him a photo of Milliken's bottle of pills. Keeler says that he wants Palmer to resign from office once the current crisis passes. He can give any face-saving reason he wants. Palmer tells him to get out, but Keeler says this is his only chance to leave his legacy intact with honor. Palmer stares at him until he walks out.
10:21 A.M.-10:24 A.M.: Jack and Tony pull up to the intersection and Jack tells Tony to reject the first location that Saunders gives him. Tony hesitates, but Jack says that Saunders will oblige him because they have his daughter. Tony gets out and attaches a listening device to the pay phone. Jane asks Jack if he's going to use her for bait to lure Saunders out and Jack says he'll do whatever it takes to get his hands on the virus.
Jack gets out and goes to Tony at the pay phone. He takes the earpiece from the listening device and eavesdrops as the phone rings. Tony answers and Saunders tells him to meet him at an industrial park somewhere. Tony says they'll have to pick a different location since CTU has satellite coverage of that area. Saunders and Tony argue. Saunders tells him that he's planned too long and hard for this day and he'll do whatever it takes, including sacrificing his daughter. Jack presses the hang-up lever on the phone, cutting off the call. Tony flips out, but Jack says he'll call back. Jack says they can insure Michelle's safety if CTU controls the area where the exchange takes place. Tony blasts Jack because he knows that protecting Michelle isn't his priority and that it would be an acceptable loss if she died. Jack can't argue. Tony blasts Jack for not learning his lesson when Teri died. Jack shoves him and tells him to shut up. Tony starts walking back to the car, as they continue to shout at each other. "Just because you sacrificed your wife for this job doesn't mean I'm going to sacrifice mine!" Tony yells. The phone rings and Jack holds up his earpiece. Tony returns and answers. Saunders tells him its his one and only accommodation and that the trade will take place under the Sixth Street Bridge in a half-hour. Tony hangs up and they head back to the car.
10:28 A.M.-10:31 A.M.: Chase is heading out to set up his team at the bridge. Kim says she'll have live satellite coverage in 10 minutes and that there are Marine fighter planes acting as air support. She tells him to be careful. Chloe tells Kim that Chase will never quit Field Ops to start a family because he's too much like Jack. Kim tells her that she has 10 minutes to get ready.
Palmer calls Sherry and rips her for engineering her latest stunt with Keeler. Sherry says that Keeler offered her respect and a seat at the table, but Palmer only wanted her to do his dirty work and then tossed her away like an old pair of shoes. Palmer asks her if she's really willing to go to jail. She says she really is willing and asks him if he's willing to go to jail as well. Palmer doesn't answer, and Sherry hangs up.
10:32 A.M.-10:36 A.M.: Jack coordinates the set-up with Chase on the phone. Then he hangs up and Jane asks if her father really plans to release the virus all over the country. Jack says that something happened to Saunders when he was imprisoned in Kosovo and that he blames America for it. Jane asks Jack if his blame is warranted. Jack doesn't answer.
Michelle's guard hears screams coming from her room. He goes into shut her up and she comes toward him, blood dripping from her nose. "I've been infected!" she moans. The guard backs away from her out of the door, not noticing her put duct tape over the latch to keep it from locking. The guard calls Saunders and tells him that Michelle is infected. Saunders knows they wouldn't have released her if she were infected. He knows Michelle is tricking them. The guard is just beginning to absorb this fact when Michelle clocks him from behind with a brick. She grabs his gun and cell phone and runs like hell into the dark basement.
Saunders and his men begin searching for her and Saunders gives orders for them not to shoot to kill. Michelle slips past his men and tries to call CTU, but can't get a signal. Michelle sneaks up a stairway but is blocked by a locked gate. She tries to call CTU and gets through this time. Chloe answers and Michelle tries to talk to her, but the connection is too fuzzy and Chloe hangs up. Michelle ducks back down the stairs as Saunders comes into view.
10:41 A.M.-10:46 A.M.: Palmer tells Wayne about Keeler's demand. Wayne can't figure why Sherry would risk going to jail as an accessory, but Palmer knows that he would have more to lose than she would. Wayne says they can hire a guy named Foxton and steal the prescription bottle back from Sherry. Palmer gives Wayne a look and he leaves to begin his plan.
Jack and Tony arrive at the exchange point. Jack begins to brief Chase when an agent hands him a phone. Kim is calling and says she's got Michelle on the line. Jack puts them on speaker and Michelle says she got away from Saunders, but he's still after her. Jack pauses, then tells Michelle to let herself be recaptured. Tony, of course, hates this idea with a passion, but Jack says it's the only way they can lure Saunders out into the open. Tony lunges at Jack and Jack knocks him down and pulls his gun. He orders two agents to take Tony away. "That's my wife you son of a bitch!" Tony screams as he is dragged off. Jack tells Michelle, who is nearly on a public street, that she is the only way they can get Saunders to show up for the trade. She hangs up and moves back toward Saunders' building, just as he catches sight of her.
10:50 A.M.-10:52 A.M.: Wayne meets a shady guy named Foxton in a parking garage and explains that they need to burgle Sherry's home for the medicine bottle. Foxton asks if Palmer sanctioned the job; Wayne doesn't answer. Foxton presses Wayne and Wayne starts to call Palmer. Foxton stops him and says that's proof enough. Foxton grabs a black bag and the two drive away.
10:53 A.M.-11:00 A.M.: Tony waits by the car as Chase and his men hide in piles of tires. Tony begs Jack not to move until Michelle is safe, but Jack says they'll have to close in as soon as they get a visual on Saunders. Chase reports that three SUVs are headed their way.
Saunders' henchman hands a phone to Michelle. Saunders tells Michelle that he prefers to return her to her husband unharmed, but that he'll kill her if anything goes wrong. The henchman unlocks her handcuffs and pulls her from the car. Saunders calls Tony and tells him he'll hand over Michelle when he sees his daughter. Tony tells Jane to get out of the car and to walk toward the SUVs. Jane does so hesitantly and she and Michelle make eye contact as they pass. Tony approaches Michelle and takes her hand; their matching wedding rings sparkle in the sunlight. Michelle smiles at Tony. Jane stops walking toward Saunders' henchman and starts to go back to Tony. Saunders sticks his head out a car window and yells at Jane that it's all right.
Jack sees Saunders and orders Chase to go. Chase's men jump from the tires and Saunders' main henchman shoots at Tony. Tony returns fire and kills him. More of Saunders' men open fire as the CTU team returns fire, dropping from the bridge above. A full-blown gun battle follows as Saunders dives from his SUV, jumps the railing and runs through the riverbed. Jack chases him, yelling his name. Saunders shoots at Jack and Jack fires back. Suddenly, a helicopter flies overhead and begins strafing Jack with machine gun fire. Jack dives for cover and calls for air support. Chase radios the air support and two Marine F-18s streak low overhead.
Saunders' helicopter lands and he is about to climb aboard when one of the planes fires a rocket, which turns the helicopter into a big ball of fire that knocks Saunders down. The two planes streak away as Jack radios that the helicopter has been taken out. The battle is over as Tony and Michelle hold each other.
Saunders starts to get up, but Jack is standing over him with his gun trained as the helicopter burns behind him. Jack demands to know where the other 11 virus vials are located. Saunders refuses to answer and Jack kicks him in the shoulder. Jack says it's over, but Saunders says that its just beginning. "You can waste time trying to break me, or you can give me what I want," Saunders grunts. Jack radios that he has Saunders in custody and pulls him to his feet.
