4:02 P.M.-4:08 P.M.: Tony has been shot in the neck and is being wheeled into an ambulance by medics. Kim reports to Michelle telling her that no one at the mall is answering their cell phone. Adam makes contact with an agent and reports that another agent is down, but they don't yet know who. Jack finally calls in and updates Michele on Tony's status. He tells her that she is now in charge of CTU and that she'll have to make a tough decision. No one would blame her if she decided to step down, but if she stays in charge, she'll have to work at full capacity. "I understand," Michelle says calmly and hangs up. Chloe enters and starts complaining about a problem with the system. Kim tries to clue her into the fact that now is not a good time, but Chloe is a little slow on the uptake. Michelle gives her the solution and starts to leave, when Adam tells her that they have received a second message from Salazar's men. In the CTU conference room, Michelle and the others listen to the message and determine that whoever is sending it is controlling Singer's movements. Adam thinks he can get lucky by scanning the frequency to trace the origin for the message.

Kyle is running through a parking garage. He calls Linda and tells her to meet him at the East entrance. Gomez and his partner spot Kyle and take off in pursuit, but they are blocked by another car before they can catch Kyle. Linda finds Kyle and they take off from the parking lot.

Chase tells Kim that he's going back to the prison to question Ramon again. Kim tells Chase that it's a waste of time and that he should check with Michelle first. Chase retorts that it can't be any more of a waste of time than him sitting on is hands at CTU. He promises to call Michelle from the prison and leaves. The hospital phones Michelle and asks for her consent to operate on Tony. She gives it and explains that she might not be able to be there when its over.



4:12 P.M.-4:20 P.M.: Wayne tells Palmer that he is scheduled to meet with Anne's ex-husband in a half hour to deliver the money. Palmer stews over the fact that he's giving into blackmail, but Wayne feels this is the best way to make the problem disappear. Palmer receives a call from Jack, who updates him on the situation at the mall. Jack urges Palmer to give into Hector's demands and release Ramon, but Palmer stands firm on his policy of non-negotiation with terrorists. Palmer hangs up and tells Wayne to set up a call with CDC so they can discuss quarantine and evacuation procedures should the virus be released.

Kyle and Linda continue to flee the scene and Linda is full of questions as to what is going on. Kyle tells her about the raid on his family's apartment and about the possibility of him carrying a virus. Linda panics and forces him to pull over. She tells him to take the money and go, since she doesn't want to catch whatever disease he might have. Gomez and his partner arrive during their argument and grab Kyle. Linda manages to run only a few steps before she is also caught.

Michelle is on a video conference with Palmer and Nicole. She says that they have quarantine teams in place around the mall area and that they can lower the casualty estimates to between 60 and 90,000 people. Palmer ends the conference and asks his staff if they have any other options to prevent a crisis. No one does and the meeting is over. Wayne tells Palmer that Jack is on the phone from the mall. Jack tells him that he agrees with his policy about non-negotiation with terrorists, but that he has another option for him to consider --Jack wants to break Ramon out of prison acting on his own. That would protect Palmer's office from exposure, while keeping his policy intact. Jack tells Palmer that he has a history of insubordination with CTU and that they would believe that he is acting without approval. Palmer tells Jack that if he goes through with it, Palmer won't be able to correct his legal status and that Jack would be a fugitive. Jack understands and tells Palmer that this would be his last assignment, leaving the President speechless. "If you say nothing, I'll consider this a go for the mission." Palmer continues his silence. "Good luck, Mr. President," Jack says as he hangs up and speeds away from the mall.



4:24 P.M.-4:30 P.M.: Anne spots Wayne leaving the building with the briefcase. She becomes suspicious since the presidential debate begins in 30 minutes. She confronts Wayne and asks him where he's going, but he replies coldly that it's government business and leaves.

Michelle phones the hospital and tells them that Tony is allergic to penicillin, which they already know. Chloe comes in to apologize for her insensitivity earlier, but Michelle brushes her off. Chloe leaves and runs into Gael in the corridor. She tells Gael that they all have to try and be more sensitive to Michelle since her husband was just shot. Gael also tries to brush her off when his cell phone rings. Chloe expresses surprise that he's carrying a cell phone, since they are prohibited because they can't be monitored. Gael explains that he needs it because he moves around a lot and needs a constant contact number. Chloe walks away and Gael answers his phone. Hector is on the other end, wanting to know if Ramon is going to be released. Gael says they haven't decided yet but that he'll keep him informed.

Hector hangs up the phone and notices that one of his weapons is out of place. He discovers that Claudia's little brother Sergio has been playing with it. Hector is angry at first, but then shows Sergio how to aim and fire the weapon, which shatters a vase in the process. Claudia hears the shot and angrily confronts him, threatening him with the gun. Hector dares her to shoot him and Claudia finally backs down.



4:30 P.M.-4:35 P.M.: Kyle and Linda are brought into an unknown vacant warehouse somewhere and they are thrown into a quarantine tank. A man in a decontamination suit hoses Gomez and his partner down as the two teens look on.

Anne confronts Palmer about his decision to pay off her ex-husband. Palmer defends himself, saying that it's sometimes necessary to do the wrong thing for the right reason. Anne says that he's always been a leader who will stand on his own morality and that's who she fell in love with. Palmer warns her that if Ted's accusations get out, it will be rough on her. She retorts she can defender herself and leaves. Palmer thinks for a minute and then calls Wayne, who is sitting in a parking garage waiting for Anne's ex. Palmer tells him to walk away. Wayne argues at first, but then drives off just as Anne's ex arrives.



4:39 P.M.-4:41 P.M.: Michelle enters the CTU conference room where Gael, Adam and Chloe are waiting. They try to persuade her to step down and go to the hospital, claiming that they can run things while she is gone. Michelle disagrees and declines their offer. Gael then pulls Michelle aside and quietly tries to urge her to let him take full charge of CTU in her absence. He tells her that he took over for his boss in Langley several times and they got through it all right. Michelle again refuses because they have a bio-threat and the president in town on the same day. Gael leaves and Michelle looks annoyed.



4:41 P.M.-4:46 P.M.: Jack calls Kim and asks her to help him set up and submit the paperwork to transfer Ramon Salazar. Kim does as he asks, since she is unsuspecting of his real plan. Jack then tells Kim that he supports her in whatever decision she makes about Chase, and that he loves her and asks to speak to him. Kim tells him that Chase went over the prison to question Ramon again. Jack angrily hangs up and calls Chase, who is just arriving at the prison. Jack tells Chase to back off and go back to CTU, but he tells Jack that he's in no condition to be giving him orders and hangs up the phone. Chase enters the prison and asks the warden for permission to interrogate Ramon again. Warden Mitchell is reluctant since Salazar has already committed two murders, but Chase finally convinces him to let him in. Chase asks that the surveillance cameras in Ramon's cell be turned off and the Warden complies. Chase enters Ramon's cell and begins to beat Ramon.



4:50 P.M.-4:53 P.M.: Chase slams Ramon's head into a wall and demands to know the whereabouts of Kyle Singer. Jack enters and asks Chase what he's doing. Chase says they've run out of options and that the security cameras have been disabled. Jack pretends to go along with Chase and they both apologize for their earlier quarrel. Jack tells Chase to get Ramon out of his cell and then he knocks Chase out from behind. Jack takes Ramon from his cell and replaces him with Chase. "Play it cool and you'll be back with your brother in a couple of hours," Jack says as he begins to tie and gag Chase.

Wayne approaches Anne and angrily confronts her about Palmer's decision to stop the pay-off. Wayne tells Anne that she's a distraction and a liability for Palmer's chances for re-election. Anne throws Sherry into Wayne's face, then Wayne responds, saying that at least Sherry understood how the game is played. Wayne vows that he won't allow Anne to destroy David's career. Anne stands fast and won't be intimidated.



4:54 P.M.-5:00 P.M.: Chase regains consciousness and begins to rub his bindings on the cell sink.

Ramon laughs about the irony of the fact that Jack put him in prison, only to break him out again while becoming a drug addict in the process. Jack tells him to shut up as they approach the checkpoint guard. The guard tells Jack that Warden Mitchell wants to see them before they leave. The warden tells Jack that he gave them the wrong codes in the transfer order. Jack tells him that he'll give it to him later since he can't afford to lose any more time. Mitchell asks where Chase is and Jack says that he's searching Ramon's cell for more evidence. Mitchell agrees to let Jack and Ramon go and opens the gate.

Mitchell tells the guard to turn the surveillance cameras back on in Ramon's cell. He discovers that the cameras have been turned to the wrong angle and he goes to check it out, to find Chase struggling to free himself. Chase warns him that Jack lied to him, whatever story he told, and Mitchell orders an immediate emergency lockdown.

Jack and Ramon are approaching the final gate when the alarm goes off. Jack knocks out the guard and takes Ramon back to the surveillance room. He pulls his gun on a guard and orders him to open the cell blocks. The guard does so and all of the prisoners begin to leave their cells and fight with the guards. Chase and Mitchell arm themselves to prepare for the riot. Jack and Ramon hide behind a cell door as prisoners run through the corridors.
