Tom Lennox collects the cabinet up. Wayne wants to get off his wheelchair, saying it makes him look powerful. Karen and Sandra disagree to that. Wayne asks for a shot of adrenaline and Dr. Welton agrees.



Jack calls Bill and says that he doesn't trust Gredenko. Bill explains that Wayne and Noah are fighting for the presidency. Jack is worried that if there is a fight for the presidency, the immunity agreement for Gredenko is nonbinding.



Wayne walks to the conference room. Noah says that everyone is 'happy' that he is back. Tom explains the medical problem of Wayne. A cabinet member asks for a medical testimony. Tom calls Dr. Welton.



Dr. Welton says the greatest danger of Wayne's health has passed. Someone asks how Dr. Welton would vote. Tom interrupts.



Wayne makes a speech. Noah explains the 25th Amendment. He also thrashes Wayne's decisions. He says Wayne's actions are proof that he is not able to discharge his duties.



Tom says the voting is to come in ten minutes.



Milo asks Nadia about the voting in the cabinet. Nadia says that it hadn't come up yet. Nadia says to forget about what has happened. Suddenly, Doyle calls her. He tells her to come to his office.



Doyle says that Nadia was only framed because someone screwed up and logged on the wrong security parameters. That person was Milo. He asks Nadia to try figure out if it was Milo. Doyle threatens Nadia that if she won't help him, he will call in a forensics team and shut down Milo's workstation.



Karen asks Wayne to marginalize Noah, but Wayne says that he can't because Noah has way too many supporters. His secretary says that the cabinet has reconvened. He is taken there. Tom Lennox now asks who votes for Wayne. But it turns out to be a tie, seven to seven. The attorney general says that Wayne still remains in office. But Noah says Karen's vote was invalid because he has no proof of her being reinstated. Wayne gets angry and Tom says that it is the court that has to prove that Karen's vote was valid. Noah worries that Tom might not be on his side anymore.



Gredenko's immunity papers were binding. Nadia says she has a problem with her system. Milo goes to fix them. While he does, Nadia tries to look if it really was Milo that screwed up. It was right. Nadia goes to Doyle and says he was right. Doyle alters the logs so that no one gets fired.



Milo watches them suspiciously.



Karen calls Bill saying that her vote might be invalid. Bill says that she did enough to prove that she was reinstated. Noah was just grasping on straws.



Gredenko says his attorney verified the papers. Jack forces him to make call Fayed. He does. Gredenko says he has the security protocols for Edgemont power plant. He will meet Fayed at the Santa Monica Pier.



Sandra works on their brief. She explains that Noah really reinstated Karen. Noah says that his affidavit proves that he did not really reinstate Karen. Lisa says that she can make Noah's affidavit say that he did not reinstate Karen at all. Knowing it was perjury, Noah still agreed to it.



Fayed and his men prepare to meet Gredenko. Halil says that they are wasting time and they should just detonate the bombs in a more safe way, but Fayed disagrees.



Tom speaks to Noah alone. Tom shows the microtransmitter in the room and plays a recording on Noah's conversation of perjury with Lisa. Noah is forced to quit to protect himself.



Wayne is informed by Sandra that Noah already quit on the voting, and that Wayne is still acting president. Wayne secretly calls his secretary to meet Dr. Welton.



Gredenko is injected with a tracker on his arm and a transmitter. Gredenko leaves the van and hears a cellphone ring. He picks it up and reads a text message- Building J. Gredenko heads there. Jack follows Gredenko alone. Once Gredenko arrives on the building, men grab him and he is taken to Fayed. Once he faces Fayed, Gredenko takes off the transmitter. He says they may be able to escape if they follow his instructions. Jack then heads toward the building. Milo says Gredenko is still in the room. Jack barges in to see no one. But when he sees blood, he sees Gredenko's arm cut off. Jack follows Gredenko's blood trail.



Jack manages to see Fayed and Gredenko. He engages in a firefight. Fayed and Gredenko run away to a bar. Gredenko gives up Fayed. Fayed shoots him and another man. He loses ammo and is mugged. Jack shoots and tells to back off. He kicks Fayed's face and the backup team appears.



Wayne asks for another shot of adrenaline. Dr. Welton is hesitant in doing it, but does it anyway. Wayne takes a call from Bill. Bill says that Jack has Fayed in custody.



Gredenko walks weakly. He falls into the ocean and dies.



Karen and Tom call a truce. Karen also asks if Tom knows why Noah quit so easily. Tom lies and says that he has no idea why. Karen says she wants to know the truth soon. Tom then gets a call. He is shocked. He says that Wayne has just agreed on the nuclear strike to Fayed's country. Tom is confused, but Wayne hardly explains why.
