This week, Tracy goes on Larry King Live which starts with his detailing the entire plot of this movie Teen Wolf. As he finishes the movie plot, a breaking story interrupts their interview - the Asian stocks are falling. Larry King asks Tracy for his take on this breaking story. Tracy responds with false, chaos-inducing thoughts – "New York as we know it will no longer exist tomorrow" and suggests that people should take money out of the banks. He calls for panic and sends the city into looting, rioting and chaos. Kenneth gets tagged while he's minding his own business.
As the madness increases, Kenneth offers to escort Liz to Long Island City to retrieve her cell phone she left in her cab. The exploitative taxi driver decides to hold the phone for ransom because it has an "adult" picture of Liz. However, Liz tells Kenneth that the phone has sentimental value – it has a recording of her dead nana singing a lullaby that sounds like "99 Luftballons." While they go to get her phone, they experience the chaos that Tracy has created on Larry King Live. After an assault by rioting children, Kenneth finds out that her nana is alive and Liz lied about the phone's contents. Kenneth realizes they are not true friends and leaves her alone in the city.
Back at 30 Rock, the writers are looking for the money Tracy revealed (on Larry King Live) was hidden somewhere at 30 Rock – the safest place with a hard top and soft bottom, no matter where it moves, the cash stays in the same place. Frank, Pete and the others ransack the place and call in Larry King Live to get hints.
Back in Long Island City taxi depot, Kenneth returns to help Liz retrieve her phone. When the crooked taxi driver asks for cash in return for the phone, Kenneth realizes Tracy's hiding place is in his page's blazer. Kenneth pays the cabbie with the money and they get her phone back.
Meanwhile, Jack decides to demonstration his commitment to Elisa or she will never have sex with him or travel to Puerto Rico for the winter. Jack decides to devote a whole week to Elisa exactly the same time the economic crisis unfolds. He turns his attention back to work but proposes to Elisa to save himself. But, in the end, she leaves Jack for Puerto Rico.
