In Seattle a punk, Nancy, is contacted to test video games by a programmer. It turns out she is actually wired into a missile that was used to destroy the Pentagon, killing the Secretary of Defense. The guy in charge, Sype, is a disgruntled employee for a contractor that lost a bid. They send Frank back ASAP and manage to track the guidance signal to Seattle. After the Backstep Frank follows the signal to Nancy's apartment and confronts her, but she gets away.
Ballard deciphers her computer and puts things together right before Sype fires a missile into her apartment. Frank catches up to Nancy at a bar/lazer-tag arena, loses her, and catches up to her again at a video arcade and finally puts a pair of handcuffs on her. He heads for the warehouse but Lloyd launches a missile at them homing in on Nancy's pager while the Navy sends pilots to try and use the same system and counter-attack. They manage to get out of the car at the last minute and go into hiding – the DoD doesn't believe the warning. Frank brings in a reluctant Nancy to run the games for their side while Frank is out in the field tracking the signal. Nancy stops the missile piloted by Sype's henchman with seconds to spare while Frank takes out Sype.
