The Dunwych Madness

In China in 1942, a village is wiped out by a Japanese experiment carried by cockroaches. In Maine in the village of Dunwych, an old experimental canister shows up in a fishing net. When they bring in "Hooter" Owsley, a replacement for the departing Ballard, Frank goes to visit an old friend Koop in Dunwych who is sending strange messages. The village has been overwhelmed by madness and when Frank arrives someone blows up the entire town, although Frank manages to survive. He Backsteps and he, Olga, and Donovan investigate, while Mentnor suspects a connection with experiments he performed after WW2. The same madness sweeps over the town again and black-suited government types round up everyone. Mentnor arrives and discovers an unleashed virus he helped to create – and it has no antidote. Donovan gets infected first and goes berserk – Frank and Olga track the outbreak to a local fisherman and find the canister. Mentnor used the Japanese experiment in WW2 to create the virus for the U.S. but the other project members fool him into believing the virus is airborne so he convinces the President to destroy the town. Olga figures out the virus is spread in the food supply and she's the only one who didn't eat. As Hooter finds out the CDC has a cure, Frank starts to lose it but manages to hold on (by focusing on Olga) long enough to stop the government sanction team and notify Mentnor of the real cause of the virus. They stop the town's destruction in the nick of time.
