Pete Murray is caught and is sent to jail, leaving his daughter Olivia Murray in charge of the family business, a vast criminal operation. Pete's assistant Bill Peterson takes Olivia to "The Metro" an inner city apartment block where Pete owns the penthouse on the top floor from where he runs his business, and a police station has just been set up on the bottom floor. Given no choice in whether she stays or goes, Olivia is forced to learn things about her father that she never imagined.

Meanwhile, Con and Debbie at the police station are confronted with a young girl, Belinda Clark, who is being stalked by an old friend. Debbie's flatmate Vicki is devastated when her co-worker Sean, with whom she was having an affair, is hit by a car and permanently crippled while attempting to help a man.moreless
